Head of Malawi National Computer Emergency Response Team, Malawi Communications Regulatory Authority

Mr. Christopher Ganizani Banda is the Head of the Computer Emergency Response Team (CERT) and works under the Malawi Communications Regulatory Authority (MACRA). He has been at the center of developing and coordinating cybersecurity issues in Malawi, providing Regulatory and Policy advise to Government including developing the National Cyber Security and Child Online Protection Strategies and facilitating the designing, establishment, and management of the Malawi National CERT among others. He has been involved in various national and international cybersecurity Policy Forums, and treaties such as ITU, COMESA, SADC, FIRST, Council of Europe, and others. He was the vice Rapporteur for ITU-D Study Group 2 Questions 3/2 (Securing information and communication networks: best practices for developing a culture of cyber security) for the study period 2014-2017. He holds MSc and BSc Degrees in ICT from the University of Malawi, and MSc Degree in cybersecurity from EC Council University, a Certified Network Defender (CND), Certified Ethical Hacker (CEH) and a Computer Hacking Forensic Investigator (CHFI). He has over sixteen years of technical experience in the ICT sector. The last eight years have focused on cyber security.

Currently contributing to the Cybersecurity Operations team at the Calgary Board of Education, Christopher ensures operational integrity. Actively engaged within professional networks such as ISC2 and ISACA, he stays abreast of industry trends. Christopher’s passion for innovation and cybersecurity extends beyond his professional pursuits, as he explores the intersection of security with emerging technologies like Augmented & Mixed Reality.

With over a decade of experience, Jeffrey is a seasoned professional proficient in Network & Security, ELV Systems, and Sports Venue Operations. Notably, he played a pivotal role as an ICT Consultant for the FIFA World Cup 2022, ensuring seamless coordination, tournament operations and contributing to post-tournament system restoration. Jeffrey’s journey includes impactful stints at Informatica Qatar, where he showcased his expertise in engineering, stakeholder management, and meticulous project management. His comprehensive skills range within the ICT & security systems. Pursued MSc in Cyber Security at EC-Council University, Jeffrey is gearing up to specialize in Penetration Testing, supported by ongoing certifications in CPENT & OSCP. Jose Argenix Antigua Martinez, a Dominican professional, earned his Bachelor’s degree in Computer Science in 2003 from the University of the Caribbean, launching a nearly two-decade career. With a fervent interest in Cybersecurity, he obtained a Master’s in the field from the Open University of Catalonia in 2021. Having initiated his career in Information Technology in January 2003 and transitioning to Cybersecurity in 2014, Argenix currently serves as the Cybersecurity lead at the National Lottery of the Dominican Republic, a government entity. In this role, he oversees security infrastructure implementation, directs incident response and disaster recovery efforts, and actively contributes to formulating risk-based Cybersecurity policies. Argenix’s unique blend of private and public sector experience positions him as a valuable asset, bringing a holistic perspective to the dynamic field of cybersecurity in the Dominican Republic. Argenix’s dedication to Cybersecurity is complemented by his academic prowess and practical experience. A proud father of two teenagers, he balances professional expertise with a commitment to family. His comprehensive skill set and leadership make him a trusted figure in the Dominican Republic’s Cybersecurity landscape, contributing significantly to the protection of critical government assets.

Luis Carrascal has 35 years of professional experience in the Information Technology field that covers a wide range of different positions both in the public and private sectors. In recent years he has coordinated and participated in several international cybersecurity projects for the European Commission, for large healthcare organizations, and Public Administration. He holds over 35 certifications including EC Council Certified Network Defender, EC Council Certified Ethical Hacker, Microsoft Certified Cybersecurity Architect, Microsoft Certified Security Operations Analyst, Microsoft Certified Identity and Access Administrator, Microsoft Certified Information Protection and Compliance Administrator, Microsoft Certified Azure Security Engineer, Microsoft 365 Certified Security Administrator, many other Azure certifications, some Oracle Cloud Infrastructure certifications, SUSE Certified Engineer in Linux Enterprise and other SUSE certifications, ITIL, Prince2, and VeriSM.

By serving different business sectors such as manufacturing, retail and education in the past 23 years, Rex has obtained solid and extraordinary experience in infrastructure design and operation, network management and information security. During the past 2 decades, Rex has experienced various level of positions ranging from day-to-day operator, system administrator, technical supervisor and management role, so that he has exposure to different roles and has absolute knowledge of responsibilities. Being the Principal Technical Lead in a sizable enterprise with workforce over 20,000, with its head office in Hong Kong while business operation units in China and Indonesia, Rex has to deal with many aspects of crucial tasks. His job duties include performing the vulnerability assessment and penetration tests, designing the infrastructure and network security, performing threat management, performing system hardening, evaluating the cloud solutions and conducting the security awareness training for different level of staff. He is also leading the Hong Kong infrastructure team and Indonesian operation team. Rex is enthusiastic in learning. He holds double postgraduate qualifications in Digital Forensics and Enterprise Risk Management respectively. In addition to academic qualifications, Rex has also obtained numerous EC-Council certifications including CEH, CND, ECIH, EDRP, CHFI, CTIA, CSA, ECES, CCISO, CASE as well as other certifications such as CISSP-ISSMP, CISM, ITIL Specialist, AWS Solution Architect, major series of Microsoft certifications and Cisco certifications. His next milestone will be the prestigious certification CPENT.

Holding a base in Athens, AL, Tejiri has dedicated over ten years to the cybersecurity domain, manifesting proficiency in threat identification, vulnerability assessment, and the implementation of robust security frameworks. With an impressive educational background complemented by multiple certifications, including GIAC Enterprise Vulnerability Assessor, Certified Information Systems Security Professional (CISSP), and Certified Information Security Manager (CISM), Tejiri embodies a commitment to continuous professional development. Tejiri’s expertise spans a wide array of technical skills, including SIEM, vulnerability management, and compliance with security standards such as ISO 27001 and NIST. This rich blend of professional and academic roles underscores Tejiri’s versatility and commitment to fostering a secure and informed digital ecosystem.

The specific duties and responsibilities of the SC members include:

  • Approve key policies governing the operation of EC-Council Certification Division.
  • Assuring consistency of decision making as well as the criteria used therein.
  • Serve on appeals and complaints task groups as appointed by the SC Chair.
  • Promote and provide guidance to promote EC-Council certifications.
  • Provide guidance regarding international initiatives supporting EC-Council certifications.
  • Provide guidance to support educational initiatives related to EC-Council certifications.
  • Determine areas of research required to improve EC-Council certifications.
  • Serve on task forces / subcommittees as appointed by the SC Chair.
